But it's fairly certain that as far as Joseph Raz and Avishai Margalit are concerned, the 20% of the Israeli population who are not Jewish exist in some sort of limbo, since the "nation" the two of them are concerned with is the nation of Jews, not the nation made up of citizens of Israel.
